The Head of the UN mission in Iraq (UNAMI), Jeanine Hennis-Plasschaert, said progress has been made in the country, but the road ahead is long and complex adding that Iraq’s “daunting challenges did not arise overnight” and as such “will not be resolved tomorrow.”
Addressing the Security Council via teleconference from The Hague today (28 Aug), Plasschaert highlighted the continued underfunding of both the Funding Facility for Stabilization (FFS) as well as the Humanitarian Response Plan, with gaps of over 300 and 500 million dollars respectively. She explained that the continued underfunding Iraq’s post-conflict humanitarian programming is being hindered, leading to vital health-care services being suspended, schools shuttered, and food cycles interrupted.
On the political situation, the Special Representative said Iraq’s leadership was working hard and building on progress made to date, however “decades of trouble continue to impact the present, and we have not seen the end of it yet.” She added, “We can all agree on Iraq’s great potential, but perseverance is key to make the most of this potential.”
Plasschaert said the Iraqi Government needed time to fight the many narrow interests that exist. However, she underlined the significant progresses made on the Government formation, at the federal and Kurdish levels, adding that this has created a positive momentum to advance negotiations between Baghdad and Erbil.
The Special Representative noted that expectations were high, particularly on key files such as Kirkuk, Sinjar, and revenue sharing.

“I therefore continue to appeal to all those feeling challenged and the federal and Kurdish authorities in particular. Indeed it is high time, as I said earlier; it is high time to put aside partisan interests to bridge differences and to place, without further delay, the needs of the people first.”
Plasschaert emphasized the paramount importance of robust safeguards for detention, due process and fair trials in the fight against ISIL. She said, “Complying with human rights obligations does not only demonstrate commitment to justice and accountability, it is, in my view, also a necessary building block for reconciliation and social cohesion.”
Plasschaert explained that the terrorist group had exploited grievances, including unfair trials and detainee abuse, to fuel its violent agenda, and with many communities continuing to feel marginalized, many people remain vulnerable to extremist messaging.
Iraqi Deputy Permanent Representative Sarhad Fatah said his government was working on “sending a clear signal to the neighbouring countries and the region that the stability and prosperity of Iraq is a common interest.” He said the time has come for the region to have a unified vision to achieve economic prosperity, adding that Iraq’s chances of success “are real but are in jeopardy. Therefore, Iraq cannot be asked to tolerate more tension and escalation in the near-by region.”
Fatah said Iraq was keen on expanding its relationships with its Arab neighbours, adding that its relationship with Iran and Turkey was also important.
